EPA re-sit cost

I have an apprentice who has failed the practical element of the EPA.  The re-sit cost is an eye watering £900 and the employer is reluctant to pay as they do not want to send the wrong message to other apprentices.  Doo they have a responsibility to pay for the re-sit? Obviously it would be best but I am not sure they "have" to?

They don't have to, you get paid the same either way and it still counts as a completion at least. Obviously you would prefer to get the achievements in but at £900 a pop that's a hard sell.
