Yes I would say this is ok (looked through the guidance to find something to confirm this scenario but could not)
We are expected for learners with GCSE Grade 3 & L2 Pass to enrol them on GCSE as mandatory to meet COF
I don't see why a learner who has GCSE Grade 2 or below & L2 Pass to work towards a GCSE would cause any issues.
The fact they already meet COF with the Level 2 Pass I find irrelevant, the student does not have a GCSE Grade 4 & wants to better themselves by improving their GCSE grade - I have not come across this scenario myself but we follow similar logic with our GCSE English Language/English Lit where it's common a learner with a 4 in Lit and 3 in Language wants to improve their Language grade for University.
We'd definitely enrol and fund them. Whilst it's a surprise that a college won't accept L2 FS, it's still completely normal for universities and employers to not recognise FS 🙄, so GCSE is still best if possible and the student wants it. We do the same as Ryan with Lit 4+/Lang 1-3, for the same reason.
Yes we have always done it for learners with a 3 in Language and a 4 in Literature. I guess this is one of those scenarios where we have to do what's right for the learner under the circumstances. Thanks Ryan Wiseman Steve Hewitt Ruth Canham-James for your reassurances.

Is it ok to have learners on GCSE Maths/English if they have already have their FS level 2 quals in the same subject?
We have a small number of learners who have their FS level 2 in Maths and English but need GCSE 4 as a min to get into the local college, therefore we have enrolled them onto GCSE's.
COF guidance just says they have met the requirements and no further action is required.
