The rules are that to claim funding you must ensure that the apprentice:
26.5. Spends at least 50% of their working hours in England over the duration of the apprenticeship. This also applies to remote and hybrid workers.
26.5.1 For working hours to be counted in the 50% limit, they must be regular, planned and known at the start of the apprenticeship. See Annex A (paragraph 338) for exceptions to this rule.
26.5.2 The provider must make separate arrangements with the relevant devolved administration for those who do not meet this rule.
They're not doing 50% of their working hours at your training centre I assume. If their main place of work is in Wales, and there is no plan for that to change, then they can't be funded.
We had an apprentice who would be working at multiple sites on rotation over the course of the apprenticeship, some of which were in Scotland. We had to get an up front plan of which sites he'd be working at, and for how long, to work out what percentage was in England (it was over 50%). We explained to the employer that they had to let us know about any changes to that plan.

We have an levy employer that has sites all over the UK and are looking to recruit an apprentice based at a address in Wales. Would they be eligible for funding? They would be attending our training centre in England
