I think this sort of changed recently. In the past, delivery of English/maths could be counted towards "Active Learning" which dictates when you have to put someone on a break if there's no active learning within a given time frame. English is now not included in the renamed "OTJT Active Learning". If you were to put a student on a break because of no OTJ Active Learning, the Actual End Date could therefore not include the E&M, so I would assume that holds for the Actual End Date for a withdrawal. I don't think that's explicitly said anywhere, but it would be my assumption based on the above logic.
It also makes total sense, how can you justify funding for months in which you did no delivery? Early completers who don't then attempt EPA always end up losing on programme funding (as you have to record as a withdrawal), so that's still normal, even if unfair.
I think it's the Nov 2025 date as the Actual End Date, and the FS can continue beyond that.

I am after some advice please as i find this very confusing:-
An apprentice completes all learning for the main programme in November 25, apart from the FS aim.. The planned end date for the FS and main programme is in February2026..
They continue studying FS (until March 26) but fail to pass so a decision is made to withdraw.
Question - what is the ILR withdrawal date on the ZProg based on?
1. evidence of learning to November 2025 and we lose funding for the FS beyond this date
or
2. The last learning for FS which means that we would receive monthly payment for the main programme, even though there was no further delivery other than FS?
