I've just had it confirmed that learners will not be paid if they have the dlock 2 error. As we don't receive notifications when cohorts get approved I can't confirm whether this applies to our learners.

Unfortunately, the DLOCK is blocking the payments from being paid.
The issue was resolved for approvals from 2nd April onwards (I do not have the time of day), however, anything approved between the 27th March and 2nd April would need to be data fixed which needs to be tested and actioned. There is no other workaround we would be able to apply.
Lorna Haines From the emails I've received we won't be receiving the funding for any of the Learners included on the Data Match Report. Even if they are live on the DAS
Donna Allison they have sent about 6 updates today. In one of them they confirmed that the learners were affected by the known issue. Have they been in contact with you to request the learner information? They asked at the ticket stage for UKPRN, Return month, ULN, Name, Surname, DOB, Apprenticeship standard name, Start date end date, employer name.
I've done more digging with our data this morning and we have x7 learners in the 'learner level review' report that are showing as attached to the wrong employer despite them being correct in DAS (we've triple checked to be certain!). It's all the same employer too which seems odd.

I've just replied to our ticket in frustration to get an update and got this response:

The issue you have reported has been identified as a known problem affecting the Apprenticeship Service for some approved records.
Please be assured we are currently working to resolve this issue; however, we do not have an immediate fix that will resolve your incident, and this may take longer to resolve due to the complexity of the issue.
We will contact you as soon as we have an update which is expected shortly as the Specialist Support team are working to resolve this in time for the R09 return window.
This is not affecting all apprenticeship service records, as it has been identified this is only affecting records approved on 6th March or between 27th March and 2nd April.

I've logged a ticket re lack of remittance, this is the response:
Due to the two easter bank holidays this month payments are made later than usual. If after 16 working days you have not received payments please contact us.
I requested further clarification whether it meant delay of remittance statement or payment.
The response: BOTH.

I queried with the helpdesk and I've had clarification from the "Specialist Team" that both remittance and payment for R08 will be 22/04/2026 (tomorrow).
"Please know that payments relating to R08 should also be released on the 14th working day 22/04/2026 as well."
I've just realised that they've used the term "released" which means payments are likely to arrive on the 16th working day and not the usual 14th working day. I am requesting further clarification on this.

Just had a call with our Account Manager - confirmed that a fix has been released and is currently being validated for R09 submission.
Payment confirmed as per previous post.
If the witheld payments cause significant financial impact, contact your account manager to discuss further for review (before COB tomorrow).
Thanks Donna. Received ourselves too. I've gone back to the helpdesk to ask if this is a permanent change to the 16th working day as opposed to the 14th. I've noticed the remittance now has the DWP logo rather than the DfE so maybe this payment delay is temporary due to departmental changes behind the scenes and things will return to normal from next month. Fingers crossed.
Just received an update: It has since been identified that we had two issues in the service that has impacted some apprenticeship service records approved on 6th March or between 27th March and 2nd April. We have implemented a fix on 22nd April for those records approved between 27th March and 2nd April. If you resubmit your R09 ILR, you should see these DLOCKs clear. We are still working on a fix for those records approved on 6th March as this is more complex, however we are working to resolve this before the R09 window closes. It has been identified that some or all of your ULNs had records approved between 27th March and 2nd April and therefore, we are advising if you submit your ILR, these should clear. If you can advise us of any remaining DLOCKs which you do not think are genuine so we can update your ticket and advise when the remaining fix has been completed.

Apprenticeship Data Match Report Not Updating

We have a number of DLOCK_01 and 02 Errors that have appeared on our Data Match Report. Since that time, all of the Learners have been added to the Digital Apprenticeship Service. However when we have submitted a number of new claims in the last few days, they are still appearing on the Data Match Report as DLOCK_01 and 02 even though they are now live on the Digital Apprenticeship Service. The Add Learners from the ILR function on the DAS also hasn't updated since the 27th of March. Is this something to do with the DAS and ILR Service linking together
Has anyone else seen anything like this for R08. We've spoken to another provider who is also getting something similar
