Re-starts where funds are not reserved

I am just trying to clarify the correct way to records aims where learners are having to be re-started due to employers not reserving funds on the Apprenticeship Service. The guidance mentions re-start but are we in effect creating a new start (after re-determining eligibility) with no reference to the original start that was created in error and removing the original start from the ILR?
You must re-start the apprentice on their apprenticeship and re-determine eligibility in line with the start date confirmed in the reservation.
You cannot submit a start in the ILR where funds have not been reserved and a commitment has not been made for an apprentice, with matching details.

It means that you must not return a record where the start date is before the reservation of funds, you should delete the record and create a new record with the correct start date.
