BIL or Learning activities complete but the outcome is not known

We have some hairdressing learners who had been booked for their EPA in March 2020. We coded them as Completion Status 2 (completed the learning activities) and Outcome 8 (Learning activities complete but the outcome is not yet known) with a learning end date of 03.03.2020. Is this correct or should we have put them on a BIL.

Should not be 2 and 8 but 1 and 8 until EPA is completed and result known.
The Actual End Date must be the last day in learning, so basically when they hit gateway, and definitely before they do their EPA. You don't put someone on a BIL unless they've still got learning to do, but have stopped doing that for at least 4 weeks.
