This is the logic of the report:
Identify learners and each of their apprenticeship programmes, with ZPROG learning aims WHERE FundModel = 36 AND LDM Not In (356, 361) AND (EITHER (ACT = 2, SEM <> 1 AND TNP1 + TNP2 <= MaxEmployerLevyCap) OR (TNP1 + TNP2 > MaxEmployerLevyCap)) AND there are no Apprenticeship Financial Records for the apprenticeship programme WHERE AFinType = "PMR" AND AFInCode In (1, 2).
Are they on a Standard where the maximum value has been reduced? I know PDSAT has struggled with this in the past, does it perhaps think the TNPs are greater than the *current* max?
Either way, if they're definitely not on the Contributions report, that's the main thing. I'd just add a note to PDSAT to say that.

They are definitely not on the contributions report and no employer co-investment show as owing on the MPR either.
Thinking of the logic though, the report (like the IER) looks to be using SEM for the first day of learning so it potentially including the one who was originally with a levy payer for that reason. The other one was on a BIL when they were made redundant so they returned to learning also without an SEM appearing.

I have a couple of learners appearing on PDSAT report 21A-214: Recording co-investment payments.
We do not calculate that any co-investment is due & nothing showing on the Co-investment contribution report. One learner has was 17 at start and has had three employers with no break (one levy, 2 small) and the other has been made redundant within 6 months and was 18 with a small employer.
As long as we are satisfied that no co-investment is due, can we just ignore that they are appearing on this report or do we need to follow up with the Service Desk?
