41.For the remainder of the FY2020-21, the number of ‘active’ or ‘used’ reservations
available to non-levy payers at any given time will increase from 3 to 10. This
enables non-levy paying employers to recruit more apprentices for their
businesses through the apprenticeship service. This policy will come into effect
from 15 July and will continue to be kept under review as we further assess how
the new system is working.
I've just seen a reply from the Apprenticeship Service about a related topic, in which they said "if an apprentice leaves then their reservation still counts as one of the 10".
So if an employer has a couple of apprentices leave, they can't replace them. That seems really wrong. They can use transferred funds from a levy paying organisation if they have access to that, as this doesn't count towards the limit of ten.

Has anyone seen any recent guidance or clarification around whether the cap of 10 active/used funding reservations for non-levy paying employers will be increased or refreshed at the beginning on the new contract year?
Also, I'm pretty certain that if an apprentices withdraws from programme that this won't free up a funding reservation for an employer that has already utilised their 10 funding reservations but can anyone confirm this is the case for me?
