New Error on SLD - LearnDelFAMType_102

Created

None

Has anyone uploaded a file to SLD and received this error?

I can't find this error in the rules description table so I'm not sure what action is required.

The error only appears on SLD, not on the locally-run FIS.

LearnDelFamType_102 A valid LDM code must be returned for this LARS category code

Jonathan Franks

Thanks Martin, but given this error has just appeared I need to know the underlying criteria as to why these learners are suddenly erroring. The validation rules table tells you what fields it's looking at and what values are expected, but given it's not on the current version it's hard to know why these learners are suddenly erroring, where they weren't last month. I was just wondering if anyone knew the detail of this new error and what LDM code might be required, thanks.

Martin West

I expect they have updated the validation rules on the SLD before they published them. If you check the validation report you should be able to identify the LDM code used that is erroring.

See my thread 'Strange ILR errors today'. I've emailed the Service Desk:

Dear Service Desk,

We have starting getting this new ILR Error since yesterday. It is not listed in the latest validation rules. According to the details in the  ‘detailed report’ from when we upload an ILR for checking:

LearnDelFAMType_102 - A valid LDM code must be returned for this LARS category code

FundModel=35|LearnAimRef=60043283|LarsCategoryRef=45|LearnDelFAMType=LDM|LearnDelFAMCode=378|

The FieldValues comment above describes FAM code 378, which is not in our data for any of our learners. So this appears wrong in the error FieldValues comment.

FAM Code 378 is:

Code

Title

Description

Required for ESFA Funding Calculation

Valid From

Valid To

378

Adult Level 3 Offer

This code is used to identify adults learners that undertake a specified Level 3 qualification as part of the Lifetime Skills Guarantee programme through the Adult Education Budget funded via the National Skills Fund.

Y

01/04/2021

But this is not valid until 1st April 2021.

Can you please have a look at why this error is suddenly triggering? Presumably we couldn’t add in FAM code 378 as it’s not valid yet..?

Thanks,

Richard

Hi Richard, thank you for this, this is exactly my experience too. If the ESFA comes back with an response I'd be grateful if you would pass it on there, thank you.

Richard Phipps

Will do :)

Jonathan Franks

Excellent thank you Richard

Ooh, this is fun.

Are the learners 19-23 FL3? Or currently Loan learners? Or FM99? In any of those three categories these learners shouldn't need the LDM code, sounds like they've not thought the new validation rule through...

(also V6 of the validation rules only goes up to LearnDelFamType_95, so looks like we've got Quite A Few new things to look forward to in V7...)

Don't cheer me up anymore on a Friday Steve!

We live in Interesting Times..

This is basically what always happens when The (Prime) Minister Has A Good Idea and things are introduced mid-year...

All ours do appear to be funding stream 35, 19+ students and on L3 aims. So yes, our First Full Level 3 fully funded ones, but only those aims that are part of the National Skills Fund. There should have been a start date > 01/04/2021 filter on this error. Also, even for starts after 1st April, should we record as 378 if they were under 24 and the aim already had legal entitlements? They were eligible for full funding anyway, so are they really part of the National Skills Fund? If they are using this indicator to report on how well this initiative has been used, they'll be including a load of students who were already eligible before it came into being. There are a handful of aims that didn't have legal entitlement, that are fully fundable for adults from 1st April, so I can see we'd have to record 378 for a 19-23 year old on those if we fully fund.

Steve Hewitt

yeah, no, 19-23s on FL3 that happen to also be on the L3 Offer list will continue to be AEB Legal Entitlement. HOWEVER, it appears 19-23s doing L3 Offer aims that *aren't* FL3 will be L3 Offer Ring-Fenced funded... Also, we're still trying to work out if the L3 Entitlement aims get the £600 uplift even when they're AEB funded (we *think* they do...)

Ruth Canham-James

Exactly, but the rule expects us to code a student who still comes under legal entitlement, as 378. 19-23 year olds where the aim has LARS Category 38 should be excluded from this validation.

I just had another thought about the National Skills Offer; will that be available for workplace learning? At the moment, workplace is only funded for English, maths, and L2/L3 legal entitlements. The 21/22 AEB rules are not out yet I think, and I can't see workplace mentioned in relation to the new offer.

Also, it is poor form to introduce new validation into the SLD before the validation rules document has been updated.

I got a reply after I finished work on Friday:

There seems to be an internal issue with the LearnDelFAMType_102 error in SLD returns – the ILR team are dealing with it now and it should be turned off later today. Please can you do another data file submission, either later today or Monday.

Jonathan Franks

Thanks for sending this update Richard, I'll re-send my file later and see if this has been turned-off, cheers.

Jonathan Franks

When I upload an ILR to SLD these errors don't show anymore, but having updated the FIS to version 1.4, they do appear there! They must have turned the error off on the SLD but not removed it from the latest FIS.

Just wondered if anyone else was getting this error again when using the FIS but not SLD?

It's not a major problem as I'd be more concerned if they were showing on the live SLD, but ideally the FIS and SLD should agree.
