They've only just created validation on Actual OTJ, but it was always required. You must have been reporting Planned OTJ for Funding 36 Frameworks too if they started on or after 01/08/2019, and this new Actual OTJ is only for starts on or after 01/08/2019;
For starts on or after 1 August 2019, where an apprenticeship has completed, the Actual Hours for Off the Job Training must be returned.
(error where LearningDelivery.LearnStartDate >= 2019-08-01 and LearningDelivery.FundModel = 36 and LearningDelivery.AimType = 1 and LearningDelivery.CompStatus = 2 and LearningDelivery.OTJActHours is not returned)
This rule is not triggered by
Restarts (LearningDeliveryFAM.LearnDelFAMType = RES)

We were aware of this new validation rule added in V7 of the ILR validation rules document, however do seem to have misinterpreted what the 20-21 and 21-22 ILR specification says as it does make it sound like it only applies to standards (referring to the practical period, gateway and end point assessment etc.) they should really re-word these paragraphs as to not cause confusion.
We have indeed been recording the planned off-the-job hours for these learners just need to go back in and record the actual off-the-job hours.

Morning all,
We have just run an export file through FIS and submit learner data for validation and have been presented with the following error for a number of our learners “actual hours for off-the-job training must be returned”.
The learners this error relates to are all on funding model 36, however are on an Apprenticeship Framework not a Standard. It was our understanding that the actual off the job training hours only had to be entered for learners on standards (as the ILR specification suggests).
Definition
This field collects the total Actual off-the-job training hours (as defined in the funding rules) that is delivered to the individual apprentice over the practical period of the apprenticeship (before gateway). This should be entered at the end of the apprenticeship programme.
Notes
Actual off-the-job training hours for the individual apprentice at the end of the apprenticeship programme (excluding the end point assessment period) by the training provider, sub-contracted training providers and the employer. The information in the ILR may be subject to compliance checks during the academic year and must therefore be supported by the evidence requirements set out in the funding rules for off the job training.
Can anybody confirm that this is the case as I can’t seem to find any further clarification.
This error has only appeared at return 8 and was not an issue from returns 1 through 7.
