Hi Gaynor - you should have an ILR mismatch error in your AS account on price. You can send a request through to the employer to approve a price change to match the ILR value.
That should resolve your DLOCK error. I don't think the funding reservation is involved in the data matching process, just the agreed price.
Yes that's my understanding and that's what we do, it is a real pain.
This even applies to cohorts where the EPA price is unknown at the start of the apprenticeship. The training price has to be added and agreed with each employer, and then revised in ILR and agreed again with the employer when the EPA price is known.
Almost all of our RPL is approved after the initial price has been approved on DAS, and requires re-approval with the employer..........a real bind

Can you confirm if a price reduction can be made in the following month (eg Funds reserved March, Apprenticeship start date 30th April but full initial assessment to KSB in standards not complete until 10th May) - without causing any ILR submission errors DLock errors?
Hi Gaynor - no that wouldn't cause any DLOCK errors in your final ILR submission as long as the revised price was approved on the AS account with the employer before the the May (R10) return. However you would need to submit an earlier version of R10 ILR to allow you enough time to generate a temporary DLOCK. This is what triggers a mismatch on the AS account and allows you to send the revised price request through to the employer for approval.
The initial price in ILR and As would match in R09, and then would match again in R10 as long as approved on AS.

We can't..Thats exactly the point I am making here. Our employers (All micro businessess-mainly sole traders) have to reserve funds when they know they are looking for an apprentice. At this point we have no idea about IA/RPL. So the employer reserves the Funding Band Cap. The Apprentice may not start until 4-12 weeks after the reservation. At this point we undertake a full IA and calculate any reduction in price for RPL. We cannot turn this reservation into a start until the price has been amended and approved by the Employer. By this time our employers (many who still run their businesses with paper/pens) have forgotten how to log into their Apprenticeship Service- never mind approve a change, all of which they are trying to sort out on a tiny phone screen. It just seems a lot of faff for employers really. The feedback we are getting from employers about the Apprenticeship Service is abysmal to be honest. They do not want to be this involved in the funding process. It has even put some off taking on an Apprentice as they cannot understand why we, as their Training Provider, are unable to provide the level of service we previously did for many many years. I am spending half my working hours talking employers through the Apprenticeship Service- at a cost we can ill afford. Unfortunately old habits die hard............

If an employer reserves funds to allow them to recruit an Apprentice (eg £10k) , but after initial assessment is conducted with the Tutor we apply a price reduction for RPL which lowers the TNP to £9K, this will create a data match error.
Does the employer then have to do another new reservation for the TNP agreed after RPL?
I'm not sure I understand how Employers can reserve the correct funding prior to any Initial Assessments etc to allow for RPL?
Are we expected to ask employers to reserve funding once, then change it/reserve new funding for every new Apprentice after we have completed and Initial Assessment??
I only work with SMEs (most are sole traders) so have only recently taken on starts via the AS and, of course, this is causing Dlock errors as the original reservation (made during recruitment-so we have no idea of RPL) does not agree to the TNP agreed after a thorough IA.
Any thoughts or advice please??
