Completion payments on apprenticeship standards

I have recently marked our first batch of learners who were undertaking an apprenticeship standard as complete. I have received no completion payment and cannot understand why, as all of the required fields on the ILR were completed correctly to my knowledge. I did make adjustments to the breakdown of the agreed costs (as the EPA cost was not split separately originally) however the TNP has not changed in terms of the overall figure. I wonder if someone might know of a reason why I have had no completion payments? Is there some sort of rule, like you don't get the payment until so many days or weeks after finishing? I am scratching my head here..........

One of the main reasons is if you have not recorded all of the necessary co-investment contributions. Levy paying Employers do sometimes find themselves without sufficient funds in a given month, at which point they'd need to co-invest, and you'd need to record receipt of said payments on the ILR, otherwise the achievement/completion payment won't be released. I'd check your Period End reports to see if the Employer did need to co-invest at any point, and go from there?

Interestingly, they are Levy paying learners in question, however they do not show up on the co-investment report as needing to make additional contributions. Any more ideas?

Have you checked the Dlock, payments and Learner level view report for any issues and that all co-investment due has been recorded in the ILR?

The reason for non payment should be evident from one of these reports.

Has the Achievement Date been populated on the ILR? I presume the Completion Status and Outcome is also 2 and 1 and you've entered the AED for the Programme?

They do not appear on the D-LOCK report nor on the co-investment reports. I am a bit baffled.............

Did you check the FM36 Learner Level Summary from the SLD as this will identify any Completion holdbacks but you need to Download learner level issue data in order to identify the actual learners?

Hi Ben, yes they are marked down as "2" and "1" as below and yes, the actual end date is recorded, for the apprenticeship standard it is the same date as marked as achieved and approved on ACE360 and for the diploma within the standard, it is marked as per the date they finished this part.

Please give an example as the Achievement date should not be the same as the actual end date for a Standard.

They are no completion holdbacks showing Martin. Does the actual achievement date affect the completion payment? ie, if they don't finish on time in relation to the original planned end date? I am trying to match the data against some other learner records to see if there are differences which could identify a reason. I have checked everything you have both suggested to date and found no answers!

Hi Martin, There is nothing in the "achievement date" field if that's what you mean? I am sensing this is the issue now. I have only recorded a date in the actual end date field and have never used the "achievement date" field ever. I have just quickly read the guidance you sent Martin, is this meaning that the "achievement date" field should be completed, but only for the main ZPROG programme? and the component aim just has an actual end date? Is the achievement date field only used for standards then? I have never used this field in the past....

The Achievement field is used for Apprenticeships programme aims to record the date the EPA was completed, and this triggers the completion payment irrespective of the outcome of the EPA Pass or fail, it is confusing as it a repurposed field that does not record the date of achievement for Apprenticeships but the date of completion of the EPA.
