I think the assumption would be that a prior (KSB-relevant) qualification would lead to a reduction - if you wish to argue that new learning is still needed this should be well evidenced (perhaps supported by the employer explicitly confirming that they agree the learning is needed).
You always have to sense check the Skills Scan. We had a student do a whole year on the same Standard with another provider previously (not long before), but claimed no KSB.
In your case, I would have a conversation with the student to review their Skills Scan. Just because the qual looks relevant on paper, doesn't mean it always translates to the Standard's KSBs. If you can show you went through it and checked, that should be ok for an auditor. We can't be expected to know the exact spec of every prior qual, and whether it maps.

Hi all,
Our learners complete a skills scan to rank themselves against themes and KSBs. This supports us in calculating an initial funding reduction, which is then discussed further at enrolment.
My question is: if a learner has a relevant prior qualification but has ranked themselves low against the KSBs, does the qualification automatically warrant a funding reduction, even if the initial assessment identifies an evident skills or knowledge gap?
How are other providers handling this during audits?
