NI is also required for "learners in receipt of active benefits", but I take that to mean those we've fully funded on the basis of benefits. As Steve says, not needed for anyone else.
You can only enter NI numbers in the NI number IL|R field, the ILR rules explain that in detail.
Well, kind of, in that it's not enforced by a Validation Rule or by an audit test (unlike for, eg Apprentices)? Also, "active benefits" isn't even a thing in the funding rules any more (because UC is both active and inactive) so the ILR Spec needs correcting/updating...
Aqib Pathan as Ruth says, you can only put XX111111X in the NINO field and I presume BRP code isn't in that format, just leave it blank.

NI Number for Learner with Limited Leave to Remain

Hi all,
I’m seeking guidance in line with ESFA funding rules.
A learner with Limited Leave to Remain does not have a confirmed National Insurance number and is using the number shown on their BRP card. They have previously attended training with another provider using the same details.
For ILR purposes, how should this be handled to ensure ESFA compliance?
Any advice would be appreciated.
