The Programme aim is the Standard, and you may or may not also have a mandatory or optional component. The Z00 codes you only have to use if you don't have any other components don't represent anything, they're just an admin tool to avoid a validation error.
If they haven't done any delivery on a component qual but have done some OTJ, take the component qual out of the ILR.
If they have done some delivery on a component qual but no OTJ (only really possible if the component was non-mandatory and has some content that doesn't map to the KSBs), then the component can't be coded as part of an apprenticeship, and you must remove the Programme aim from the ILR.
If they haven't done any delivery on a component qual or any OTJ, remove it all from the ILR. There would be no reason to include anything.

Can anyone help please. The Apprenticeship funding rules say - Where a learner does not complete one episode of learning, for example they do not attend their first class, the provider must remove the learner record from the ILR. So would we remove the main aim (ie standard) but keep the Programme aim and add start and end date to that? Assuming that the learner does not have any FS to complete but just the Apprenticeship standard?
