PLR shows that learner achieved 5 or more GCSE grades 9-4, they also completed/achieved a Non regulated provision Level 3 Public Service.
No guided learning hours against this aim, info on the ILR Spec for this and the qual code is not on the approved list. Do we still class them as Level 3 PA?

Don't think I would? It's not attached to an Apprenticeship is it? Can't really see any other situation that an L3 non-reg aim would be there? It definitely wouldn't be a Full Level 3, let's put it that way!
I think there's an argument for calling it a non-full level 3, but it depends who used it and for what. We do still use non-reg aims where a student isn't able to do a full aim, but that tends to be level 1. We'd call that prior attainment.
