FIS 2026/27 Now Available

The Funding Information System (FIS) for the 2026/27 funding year is now available to download from the Submit Learner Data service. Version 2627.1 is the first release for the new funding year and should be used when preparing and validating ILR data submissions.

Please ensure you download and install the latest version before processing 2026/27 ILR files.

NB FIS is falling over if your ILR file is malformed (swear there used to be an actual error message when this happened).

Hearing several reports but the one thing I *know* is happening is, if you are using Aptem, they've put the new HRSRecord *after* AppFinRecord in the file rather than before it which is why their ILRs are breaking FIS.

Yes, I have messaged them. Please can other people add the fun they've found with their supplier's files?

Good morning,

There is an updated FIS version dated 14 August 2026 at 6:03 pm (version 2627.2). However, when I download it and run the FIS tool, it opens as version 26/27.1.

I have deleted the files and downloaded the FIS again, but I get the same result. The FIS tool also continues to tell me that an update is available.

When I run the 26/27 ILR through the new FIS, I receive a message saying that there is a problem. This is the same message I received last week.

Hi Angela

Fairly sure the "problem" message means your file is malformed (ie all the bits aren't in the right order). Doubt there's a huge difference between v1 and v2 in terms of it dealing with that!

V2 download was FIS V1 in the zip file this morning. They fixed the download and is the correct version now

In other MI Systems having difficulties news, if you've already updated ProSolution to 26.1, you might need a hotfix to run a well-formed ILR (if you've yet to upgrade, or upgraded very recently, it's now in there).

Hearing vague noises that EBS seems to be having issues with the header in the XML which is a new one...

Any more for any more (showing off that your MIS is working perfectly also allowed!)?

Seems this is common problem am not able to run FIS v1 or FIS v2 after several attempts - any advice on how to fix a malformed ILR file without any clue as to what that malformation is?

The only meaningful way to do it is open your xml and compare it to the sample on in the ILR Spec appendices but that's mainly to spot "big" things like those I mentioned above.

ProSolution (hosted) latest version.

Saw the comment about a possible hotfix so are just onto OneAdvanced now.

Have also raised a Data Service query but there will probably be a good few of those.

Otherwise waiting to hear that someone has it working so I do not feel I am wasting my time.

Two things done

Created an anonymised and small ASF ILR - ran an AI comparison - no structural differences.

Then tried submitting the original small file on Submit Learner Data - got a schema error specifying malformed file; message being

"Line=2|Property=2|Message=Could not find schema information for the element 'ESFA/ILR/2026-27:Message'.|"

Will try editing that though at first glance cannot see how it differs as file reads

Just got rid of the "ESFA/".
