You can't put them on a BIL if there's no further OTJ to complete. The Actual End Date represents last day in learning, so that can't change. Gateway seems to have two different meanings. Funding rules says it's last day in learning, but people use it to mean readiness for EPA, and they're not the same thing. They might need to "start again" from the EPAO point of view, but you just leave them as they are in the ILR.

Following a search I can see there was a previous question about if there was a time limit on how long a learner can be in EPA. We have a learner who, due to work pressures, has been in EPA for a year and the EPAO has now said they will need to start again from the beginning.
Would we be better now putting them on a BIL until they are ready to go through gateway again?
Will they ultimately impact the QAR with the length of time they are in EPA?
