Can a learner enter EPA-employer hasnt paid their co-investment?

Is there anything written in any guidance which suggests that an apprentice cannot enter gateway when the employer hasn't paid their co-investment. I know if it isn't paid at the time of completion then we wouldn't get the 20% completion, but is it written somewhere to say that the apprentice shouldn't enter gateway until the co-investment is paid? Thanks

I can't say I've seen a rule in the guidance that says the learner can't enter Gateway, but if you think of it logically, the employer gets the completion certificate so where is the incentive to pay you once that has happened?
I seem to think that this part of our Employer/Training Provider agreement, that the learner would not be able to complete EPA until all coninvestment is paid in full, if that helps?
