You'd process it as normal, changing the completion status from a 6 to a 3. The fact it crosses contract years is immaterial since you won't have been claiming funding whilst they were on a break so there'll be no reconciliation requirements, and the withdrawal date should always reflect the last date in learning.

I have searched for guidance on how to update the ILR for an apprentice who went on a break in May 2020 (19/20 contract year) and was due to return in Sept 2021 but has now decided not to return so needs to be withdrawn. If it is in the same contract year I normally change code 6 (temp withdraw) to code 3 and add a withdrawal reason but as this crosses into a previous contract year I am not sure if I need to process this differently.
Any advice would be appreciated, thanks
