Subcontracted Enrichment (EEP) - Learning Aim Ref?

Hi All.  We have a subcontractor delivering Enrichment (EEP) to some learners.  I have entered the Franchising Partner ID and included the aim in the ILR.  We are getting the following error in the ILR.  

(We usually have the learning ref as LearnAimRef=1| (EEP) and excluded from the ILR).

Doe anyone know what Learning Aim Ref I should be entering or where I can find guidance?  I have check the Subcontracting Funding Rules, but cannot see anything specific about what LAR is should be.

I think you just don't report it in your ILR. You just include it in your subcontractor declaration.

It's similar to when you subcontract one aim to two organisations. You physically can't record both in the ILR, you just record the larger. The smaller one just appears in the declaration.

We still use the very old CMISC001 aim on our EEP in our MI system! I think that was last used in 13/14. Never got around to changing it since it since doesn't go in the ILR anyway.

This has been an on-going issue! The sub-contracting rules do say we should record it, but then handwaves about the HOW (in the before times we used to use CMISC001, but that's dead now). I thought I'd read something on Update or Inform fairly recently, but, of course, I now can't find it...

These [subcontracted] activities are non-qualification hours. As such, this activity should be recorded on the ILR as employment, enrichment, and pastoral (EEP) activity as set out in the 16 to 19 funding guidance.

But, of course, the funding guidance doesn't say how to do it...

Ah, no, that will DEFINITELY break things, that's for Apprenticeships and Traineeships!

One could argue that the only way to record EEP in the ILR is to count the hours and thus Ruth is correct to say that we don't put an aim in.

Otherwise it's going to be a non-reg class code BUT those are included in your QAR, so um...

Could you use a Z Category E Non Reg code?

Category E: Non Regulated Provision (16 to19 (excluding Apprenticeships) funded, Other 16 to 19 funded, Other Adult funded, Apprenticeships, Nonfunded)

These do get included in QAR as Steve's points out.  I think I can recall one of the lead auditors saying at a conference/webinar that if you do include 16-19 non reg in the ILR you basically need to follow the adult Recognising and Recording Progress and Achievement  (RARPA) guidance.

Yes, don't get mixed up with non-regulated aims (Z00_____) if you can avoid it, they cause me such a headache. You have to define a pass/fail criteria that you can follow.

If they don't provide us a mechanism to report tutorial type activity with learning aims in the ILR, then we can't follow that instruction. ESFA chose to take out CMISC001, so they're obviously not that concerned about it.

Thanks for your help everyone.  I entered a Z code - Non regulated provision LARS code and that fixed the ILR errors we were getting.
