Apprentice moves employer and changes pathway in same standard

I am after a bit of advice.  We have an apprentice that is moving to a new employer and they want him to do different pathway that is in the same standard.  He is currently on an Engineering Technician standard doing the Technical Support Pathway but his new job role will require him the do Mechatronics pathway.  Do we use the guidance in the funding rules for Action to take where the apprentice changes employer but continues the same apprenticeship with the same main provider or should we withdraw him?

Follow the guidance in the PSM for Transfers to a different apprenticeship with the same provider

 As this is applicable where the apprentice changes to a new framework, standard or pathway.

You will need to follow this even if it is the same Standard code as the component aims may be different for the new pathway (although pathways are not recorded for Standards in the ILR) and include the new employer.

I'm not sure I agree, it depends what definition of "pathway" you use. Those PSM instructions were specifically for framework pathway changes. Since we don't record a pathway in the ILR for Standards (though I know there are pathways within Standards), I'd say you don't need to record Standard pathway changes in any way in the ILR, as nothing will change. If the aims change, you just withdraw/add those as required. I think you'd have to confirm with ESFA, as I don't think it's clear either way.

While I except that either method is acceptable in this instance the withdrawal and restart for the change of pathway (and employer) within this standard (due to the change in mandatory aims) better reflects the reality of the situation in the ILR and enables the correct recording and change in the PSDM fields for providers.
