No, there's no restriction to funding ex-offenders.
There may be restrictions, depending on the offence, if they're doing certain quals that need a DBS check, but that's between the learner and DBS... Similarly, a provider may want to consider the safeguarding implications, again based on the offence, but there's no funding issues.
