16-19 Programme of Study question

I have a question for you regarding a potential student who would like to start with us in September.  This student is a British National but resides in Barbados.  if he is granted a place he will live here independently for the duration of the course and then return to Barbados.  From my understanding of the ESFA rules, I do not believe he eligible for 16-19 funding as he does not and had not resided in this country for the last three years.  Am I correct?

Ooh, I think they'll be 40.c

40 c. those who are residing legally in the UK (including those entering the UK in the 
last 3 years who are or were not accompanied by their parents) who are British 
(or Irish) citizens or those whose passports have been endorsed (or as part of 
move to digital immigration systems, either a Biometric residency permit (BRP), 
or an equivalent digital status and/or an endorsement letter) to either show they 
have the right of abode in this country or to show that they have no restrictions 
on working in the UK

Essentially anyone with a British passport is eligible regardless of how long they've been here.

16-19 Funding Rules;

40. In addition to the groups above, ESFA will also consider the following groups of
students (including those who may not have lived in the UK for the last 3 years), aged up
to and including the age of 18, as eligible for funding as follows:

...

That's odd, Steve's reply wasn't there when I posted mine!

Just a caveat to Steve's last sentence, anyone 16-18 with a British passport is eligible. Some British passport holding adults who've lived overseas for years aren't.

Yes, very good clarification Ruth! Definitely only applies to 16-18s!
