If the student isn't employed and low wage, and isn't unemployed and on benefits, you can't fully fund on that aim. That aim doesn't have legal entitlements to fully fund as First Full Level 2. You need to check the Category section of the Find a Learning Aim record. If you look at an aim that does have legal entitlements, like 6030229X, you'll see the extra category that makes it eligible.

I have the above upload error "The Full funding indicator is not valid for this learning aim". The learner is 19-24, unemployed, but not on benefits so I can't use the BSI field. She is actively seeking work. Any help will be greatly appreciated!
