apprentice who turned 19 on start date

Does anyone know how the funding rules apply to an apprentice who turns 19 on the start date of their programme please? i.e., would they be treated as 16-18 or 19+?
That's what I thought Martin but we have a learner who turned 19 on the start date and our monthly payment reports show the funding line as a 16-18 year old; we've also been paid the 16-18 additional payment. Hence my confusion! Any thoughts?
They will be reported as 16-18 where P109.2 aged between 19 and 24 years old and has either an Education, Health and Care (EHC) plan provided by their local authority or has been in the care of their local authority as defined in paragraph P111.
