Hi,

We have a couple of learners that showed on their PLR they had open learning aims with another provider and that they had since withdrawn. The learners have contacted the previous provider and confirmed that they have been withdrawn, but we have no proof they have as the PLR is still showing as an open aim. Can we just take the learners word for it that they have withdrawn from the previous study or would we need evidence of this from the provider/ an updated PLR showing an end date?

Which funding stream?

AEB to AEB, no problem, learners can study at more than one institution anyway.

Study Prog to Study Prog, minor pain but won't stop you getting paid.

App to App, likely to be tricky depending on what has happened with their AS account

AEB or Study Prog to App, fine to take the learner's word for it, won't directly affect you.

First thing to consider is that the PLR doesn't get updated immediately after each ILR return. As far as I can tell, the R07 data has been uploaded, but not R08 yet. If this student was physically withdrawn in the other provider's records on 10th March, it still would appear today as Continuing in the LRS. I was actually thinking about this yesterday, and wondering if there is a published timetable of ILR uploads to the LRS. Another part of this is that I think grant funded providers can choose to only return 16-19/AEB data in R04, R06, R10, R13 and R14. Since we're returning other funding streams monthly from R04, we return all funding streams every month after that, and I've always assumed that's how most providers behave. If the other provider only does the minimum returns, they might not return updated info about this aim until R10.

The other thing is that some providers are really slow at reporting withdrawals. Perhaps give it a couple of weeks to see if the PLR gets updated with the R08 data (I checked by looking up students I know we first reported as closed in our R08). If still continuing when you know your R08 data has been loaded into LRS, you could try contacting the previous provider to ask them to withdraw (assuming they return all their data every month).

And all of that is why Steve advised to take the student's word for it!

Interesting thread.  I was just discussing this very point with some colleagues today:  When does the PLR get updated with ILR data? 

We looked up some of our learners today (14/10) whose learning was included in our last ILR, and the learning record is still not shown on the PLR.  

We have found that some ESOL learners try to enrol on ESOL provision with us, whilst also doing ESOL provision at another provider (or vice versa).  If a provider checks the PLR at point of learner registration and finds no relevant (overlapping) aims at another provider, they will be entitled to start the learner and claim funding.  Down the line, when the PLR is updated, a problem may arise.  

As far as I know, the only report which might highlight such an overlap is the FRM01 report when the learner achieves the aim at the first provider.  I believe that the provider with whom learning is still continuing will see this record reported on the FRM01 after the first achievement is recorded.  

When this happens, is it allowed that the providers with whom learning is still ongoing can keep the funding they already claimed up to the point that the problem came to light?

Yes, this is basically the only way it gets spotted. Had a learner once that was doing FS English with both us and the college down the road at the same time and we didn't know til the FRM01 showed it. They'd started with the other provider like a fortnight before they started with us so we just switched their funding off for the whole thing. But we did that on our own initiative rather than being told to do it, might have argued a bit more had it been a more substantial sum of money but I'm pretty sure we were way over allocation that year anyway...
