We have received an enquiry from a potential learner who is currently attending high school in South Africa. He holds a British passport and is able to reside in the UK without restriction but is not eligible for free higher education. Would we be able to accept him onto an apprenticeship if he moves to the UK following the completion of his high school studies?

Depends on his age at start date, it's in the Provider Apprenticeship rules. 18 or under, fundable (P411.4). 19+, not fundable if he hasn't resided in the UK for the last three years (P391).
