Entry requirements for programmes

If a programme has an entry requirement mandating candidates must possess Level 2 English and Maths before they're accepted onto the course, would this supersede the below;

P123 English and/or maths must be provided for all apprentices where they do not have prior attainment in these subjects at level 2

Well, by definition, all the learners will have prior attainment at L2 so, um, yes?

I think it *sucks* that programmes have this as a pre-requisite, but that's a business decision... Also, worth thinking about what Ofsted want to see, not just the funding rules.

Completely agree.

It's come about because we have a candidate who doesn't have L2 English (though does have an undergraduate degree, ha) but their Employer has gotten hold of the funding rules and is suggesting that P123 would compel us to provide it, stating that a failure to do so would be discriminatory.. which I don't altogether disagree with to be honest.

Where you say ‘candidates must possess Level 2 English and Maths before they're accepted onto the course’ where is this stated by, Provider, employer or in a standard?

Where a candidate has been accepted onto an Apprenticeship by the employer then P123 would apply.

It's stated by the training provider as an entry requirement of the course;

There is also a requirement for the applicant to have level 2 qualifications in English and Maths (GSCE A-C or 9-4)

The Standard states;

Any entry requirements will be set by individual employers in conjunction with the relevant university

Sure, but a provider is under no compulsion to work with an employer? If the employer doesn't like what a provider can offer them, there's another 1,500 out there...

The Provider in question may need to revise this considering the clarification in the 22/23 rules:

P123 Clarification: We have clarified that English and/or maths must be provided for all apprentices where they do not have prior attainment in these subjects at level 2.

I mean, that's one reading of it, but there's no requirement for providers to accept apprentices without L2?
