Funding rules: actual OTJH in ILR

Hello,

Please can anyone confirm if P49 means we need to record actual OTJH in the ILR for breaks in learning, too? My view is that BILs are not non-completers, so no. But interested to hear what people think!

P49 If planned off-the-job training hours have been submitted in the ILR for the apprentice, actual off-the-job training hours must also be submitted in the ILR, at the end of the practical period or where the apprentice leaves the apprenticeship early as a non-completer; this includes current learners on programme as of 31 July 2022.

Ha! Literally just having this conversation on twitter! I'm afraid no conclusion was reached except we dunno either!

All I can tell you is the ILR Validation Rules haven't been updated yet, that will probably be the quickest way to find out (assuming our friends in the validation team have fully understood the policy intent of course...).

On the basis that a learner on a break in learning doesn't fall into either of those categories, I think it's fairly safe to assume the actual hours wouldn't be required. They haven't completed, nor have they left as a non-completer (yet).

The validation rules were released on August 10th and say of actual hours (from what I can see) pretty much what it did in the 21/22 set - that they're required for apprentices with a completion status of 2. They don't appear to have been altered to account for the requirement of actual hours for withdrawals.
