Withdrawing Functional Skills Aims with Partial Achievement

If you are withdrawing a Functional Skills aim, can you withdraw with partial achievement? The example is if you have a learner who has completed the Reading and Writing modules for English functional skills, but not the full award can you put down 3, 97, 2 (partial achievement) or is a withdrawn aim automatically an outcome 3 with no achievement.

Not according to the ILR specification unfortunately;

Code 2 'Partial achievement' should only be used for prescribed HE learning aims where the learner has achieved an award that is at a lower academic level than the qualification they were aiming for as identified by the learning aim reference. For example, a learner who is aiming for an HND but leaves at the end of the first year with an HNC.
