Functional Skills for a learner who withdraws

Hi all, can a learner who wishes to withdraw from their apprenticeship due to work commitments still complete their Functional Skills Maths and English free of charge?

Apprentices definitely can still continue with FS after the Standard finishes, and I'm pretty sure they remain funded at the Apps rate. There's a specific exemption in the ILR validation rules for R90;

A learner must not have open component aims where the corresponding programme aim has been closed, except where the component aims are English or maths aims.

Where the latest programme aim has a Learning actual end date, all component aims (except English and maths) with the same Programme type, Framework code, Apprenticeship pathway and Standard code combination must also have a Learning actual end date.

The reason maths/English aims may be left open is where the learner progress and does not enable them to continue with these aims where they have not and withdraw, as always I could be incorrect so suggest you ask the ESFA.

Yeah, I had that thought after I replied. It's definitely designed to allow L2 Standard completers to continue with Level 2 FS they opted to enrol on. It doesn't mean we can't claim the remainder of the English and and maths funding though. I don't think it says either way.

The other option is withdraw, then re-enrol as 16-19/AEB funded as appropriate, reducing hours/funding adjustment as required.

Withdrawal from the apprenticeship programme

The programme aim and component learning aims should be closed.

The Date applies to for the latest Apprenticeship contract type FAM records (on the programme aim and any English or maths aims) must be set to the Learning actual end date of the aim.
