Apprenticeships & ESF Match funding Evidence Query

I have been asked a question by our team about the storage and evidence requirements for non levy apprenticeships that COULD be used as ESF match funding.
The funding guidance tells us that apprenticeships could be used as match funding, and therefore we need to keep evidence until December 2034. But what i can't find is if the evidence can be electronic or has to be paper based.
My knowledge of ESF is quite old now (not dealt with it in about a decade), but if the ESFA do decide to put apps up as match funding, what do we do about all of the other ESF requirements that they outine in their 2014-20 rules?
