Subcontracting Apprenticeship element to Employer

We currently use subcontractors for elements of our apprenticeship delivery, so have subcontracting agreements in place. However, we have now been approached by an employer about taking on some apprentices, but they would like to do some of the training themselves. As long as they are on RoAPT/can be covered by ESFA exemptions, is this actually possible? I can't find anything that covers it in the funding guidance.

Yes but they can only be reimbursed for actual costs, its all in the funding rules.
