If a learner started their apprenticeship in the funding year 2020/21 on a 14 month programme, would they have a maximum of 3 funding years to complete i.e. they would need to complete their EPA in the funding year 2022/23?

There's no real time limit so to speak. You'll won't get any more on programme payments past the PED, but if they achieve 6 months after that, you'll still get your completion payment. It's pretty much up to you to be honest, and will be a case of asking yourself "how long are we prepared to deliver this service 'for free' until the apprentice achieves?"

I do not think there is any limit as long as you continue to return them in your ILR as in learning after their planned end date.

Last question - where can we find the guidance on the completion payment being paid up to 6 months after the PED?

Depending on when the Apprentice starts see the following technical funding documents, all contain the following:

We hold back 20% of the total price, capped at the maximum of the funding band, for completion. We will only release this when the apprentice completes their programme and you have collected and recorded the necessary co-investment on the ILR (see the co-investment section for more information). See the Funding Rules for the definition of a completion

There is no time limit as the following is also included in all documents.

We will base your earnings on monthly instalments so that funding follows the apprentice for as long as they stay on the apprenticeship.

Same as Martin.

You will earn this funding [the 20% completion payment] for the month that the ‘Learning actual end date’ takes place, even if this month is different to the ‘Learning planned end date’ of the programme.

See also the Apprenticeship Funding guide which states;

We will pay the remaining 20% at the end of the apprenticeship upon the apprentice’s completion of the end-point assessment

Note this does not prescribe that this has to have happened by the PED.
