Withdrawn Apprentice Returning to same Employer

Hoping someone can help.
We have a learner who was enrolled on a L3 apprenticeship that withdrew back in November 2021 on account of leaving his employment . However, he has now returned to the same employer and wants to continue his programme. I am struggling to find clarity on how we could do this, as if it was a BiL we could just restart the learning but as it has withdrawn i'm not sure. Given R14 has yet to be submitted, could we retrospectively change the withdrawal to a BiL and therefore reactivate now?
Any advice would be appreciated as it is not something i've come across before.
