Previous ITP drew down funding, but Skills Scan shows no RPL

Hi all.

So we have a learner who previously attempted their apprenticeship standard about a year ago, and the previous college drew down roughly half the funding. The apprentice's skills scan is showing no to little RPL. It is a like for like apprenticeship standard, same level, and Standard code.

Am I right in saying we can put her on the full funding, duration and content? Never had this problem before!

Hi Twain,

No only the remaining funding will be available for you to claim. If you put the full funding in the costs you will only actually get paid whatever is left of the funding band. It will show as above funding band max on your funding reports.

Thanks, that is what I thought unfortunately. Will keep an explanation in the evidence pack to explain the price vs duration and content.

You will not get the full funding CAP see below from the technical guidance.

  1. We will account for the earnings from the first provider before we apply the funding band maximum to calculate the earnings for the second provider. The total contributions from an employer's account across both providers will not be more than the funding band maximum for a single apprenticeship.

When did the apprentice end their previous apprenticeship? If they withdrew a year ago, then I believe the amount you can claim may be dependant on the RPL assessment and not what has already been drawn down as this is not a restart per sey.

Para 242 above is from the changes of circumstances section of the technical rules. I think that this only applies when an apprentice moves form one provider to another without a break but I may be wrong Martin West what do you think?

It's a clean break, they withdrew as a non-achiever. New employer too.

They always consider any previous earnings when it is the same Program.

This is confirmed below

  1. If the employer or provider changes, we will include any previous earnings for the apprenticeship at a previous employer or provider (based on the ULN) and will only fund up to the band maximum that applied at the start of the programme across all instances of that apprenticeship for that apprentice

I have identified this exact issue today with a couple of our learners too.  Its very frustrating isn't it?

Indeed Andrew Dickens, we're still going to need the full duration and the content. The little RPL does not match up against the funding drawn down.

Tyron Wain it really doesn't help the learner, or encourage the new ITP to provide a high quality experience if they are having to do it for almost £0 funding does it?

...and, of course, this would never happen with classroom, where you can claim all the funding again and again...
