On the basis that we interpret the conclusion of the EPA period as being once the final element has been sat, I would personally go for
- scenario 1 - 16/09/2022
- scenario 2 - 20/09/2022
This is slightly open to interpretation though, as you've alluded to, and I know a lot of providers who use the date the EPAO informed them, or the moderation date. As long as you employ a defensible, consistent approach, you should be fine.

I have a two-pronged scenario and want to gather some advice on what achievement date we should be using in the ILR in both of these scenarios:
Recruitment Resourcer Level 2....
Professional Discussion was completed in July 2022
Learner uploaded the project 16.09.2022
Customer Service Practitioner Level 2....
The guidance is very "woolly" and our understanding is the last element completed should be the achievement date in the ILR. Can someone help please?
