Martin West Yes, I know, that's the point of this post. When it's a L4 Standard, you have to use a L4 Z00 code, which then makes it come under OfS's radar. They think it's a real thing, when it's not. They want me to record an HE data set for it, but I'm not going to do that, as it's not delivery.
The ILR spec requires:
If you are delivering prescribed HE learning aims as part of an apprenticeship programme (identified using the field EnglPrscID in the LARS database), then you must return the Learner HE and Learning Delivery HE datasets.
Ruth I do agree with you as these Z00 aims are not recorded as prescribed HE aims in LARS.

Steve Hewitt It isn't delivery, it's an admin bodge! The delivery is on the ZPROG. If the Standard had a mandatory aim, we wouldn't be reporting a Z00 code, so all delivery that wasn't the mandatory qual, would be represented by the ZPROG. That doesn't change just because there's no mandatory qual.
I just keep hitting this sort of issue with OfS, they just don't understand FE and the things ESFA require of us. I will say, it is massively improving! I did have a really good chat with ESFA and OfS together about the ILR spec, and they clarified loads of things. Hopefully the understanding that some people in OfS clearly do now have, will be passed on to everyone.
The other one they got confused by was tiny STULOAD for non-recognised HE. How you try and explain STULOAD for a L4 Award with 90 GLH, that we deliver over a year, and crosses the academic boundary, is a really fun game. They did seem happy with my spreadsheet of calculations.
Anyway, I'm hoping that from next year, OfS will ignore any L4+ Z00 codes that are funding ID 36.

I don't know if anyone else is doing this, but I'm currently having a disagreement about the Z00 codes that we have to include for apprenticeship Standards, particularly level 4 ones with no mandatory qual. I maintain that we can't return a Learning Delivery HE entity for something that doesn't exist (what would the STULOAD or MODE be?!), but the person responding to the queries doesn't agree. I am right, and have confirmed it with one of our OfS auditors. So if anyone else is having this issue, just tell the person responding to queries to speak to Caroline Charlton (OfS). We had one of these picked for OfS audit last year, and had to spend a while explaining to them that it was just a weird admin thing ESFA needs, not an actual qual. They're speaking to ESFA about it, and are looking at excluding them in future. Can I just check that nobody would actually be using a Z00 code with Funding ID 36, to represent actual delivery over and above the Standard content? I can't imagine why anyone would.
