Now that all Apprenticeships are funded via DAS I am surprised at those providers who have not updated their procedures to ensure they have checked on the apprenticeship service that the employer has processed the cohort for the Apprentice on the service with the provider prior to agreeing a start date with the employer.
I think your only option is to start the apprentice from October 2022 on the ILR.

Totally agree with the process of ensuring the details are on DAS in time for enrolment, but every now and again things will happen and providers will end up in similar situations like this. If the start date/enrolment documents were all changed to October, is there any realistic/valid way that the learner would be able to use the OTJ recorded for the lost time towards their Apprenticeship?
I'm not sure what steps you/employer are following to resolve this, but we had a very similar issue last year with a levy employer showing on DAS as non Levy. After moths of trying to sort it, it turned out that there was a box that needed to be ticked somewhere at HMRC and once they spoke to them and HMRC updated the record, it was rectified within 24 hours. I know this is tight with R14, but it might be worth a go.

R14 DLOCK query

I know there have been similar queries to this one on the forums but this one is a little complicated so I'm hoping somebody can help as it relates to 21/22 R14!
We have an Apprenticeship learner who started in July 2022 but we haven’t received any funding yet due to a DLOCK with DAS (the start date was later than July on DAS).
We have been trying to resolve this with the employer for the last few months, they have had an on-going query with the Apprenticeship Service as their account is showing as non-levy even though they are a levy paying employer. So at the moment, the DAS record for this learner has the start date of October, I'm not hopeful that they will be able to get their account corrected to levy in the next few days, so I think the only option we have is the re-enrol the learner for October and re-do all of the enrolment documents.
However, unless I'm overthinking things this would disadvantage the learner? The minimum duration would reset so they would have to have a longer Target Date than what was agreed when they started in July, also any work/OTJ completed over the last 3 months wouldn’t be able to be used?
Has anybody experienced anything like this before and able to advise?
