RPL calculation includes fixed cost EPA or not?

Could someone please clarify whether we have to include the fixed cost EPA (which is not a % of the total funding agreed, it remains the same regardless of length of programme) in our total funding band amount when applying the new ESFA RPL calculation?

E.g. if I am running a programme which has a max funding band of 14k and my fixed EPA costs are £1.4k, do I subtract the £1.4k to provide me with a starting point of £12.6k to calculate the 50% funding adjustments against or is the ESFA assuming that the 50% allocation towards 'delivery costs' includes the whole of the EPA cost?

EPA costs are included. 

P25.5.2 Reduce the total price by at least 50% of the prior learning percentage, from the maximum funding band (the 50% reduction recognises that there are fixed costs in the programme).

You would not subtract your EPA costs from the funding band before applying the funding adjustment because fixed costs (such as EPA) are baked into the 50% allowance

The maximum funding band includes the training price and EPA costs which make up the total negotiated cost.
