I know the Apps rules are;
But we have a situation where we sometimes throw in an HNC for free on a L3 apprenticeship (Engineering). Where we do that, we internally think of the HNC as part of the apprenticeship, but we can't code it as 36 or a component aim, because sometimes they might carry on with the HNC after the Standard finishes (which would error if coded as 36, as you can't have a closed programme aim with continuing components). It's not a mandatory qual, just something the employers want. So we code as 99/998 and not a component.
Is that breaking the rules above? How would that be any different from recording it as a totally separate HE programme? The above doesn't specify the HE bit has to be loan funded, it says including if it's loan funded. Since it's STEM, we might be getting some OfS funding, I can never quite work that out. Does it make it ok if I code it 99/998 instead of 99/001?
