Insufficient progress - Apprenticeship

Hi,

 

Looking for a bit of advice on options as an employer provider as this is the first time I've come across something like this. 

 

We have a learner who started on a 12 month standard in Jan 2021, they went on a break in learning for 3 months and returned late 2021. Their PED including additional duration due to break would've been March 2022.   They are still on programme and looking from a data side of things, it looks like there's insufficient progress as her OTJ is looking at half the OTJ amount she should have achieved and as she's nearly 6 months overdue I would expect this to be much higher and closer to planned amount

What are the general rules or options when you come into situations like these?

I mean they sound like a withdrawal to me, but all of this sort of thing is vibe not rules. If they're still regularly engaging and doing work, then there's no real problem in them staying on programme and being late (although the Apps Accountability Framework will be looking at these a little more closely), but if they've basically stopped then probably time to withdraw them...
