Not too helpful so I'm going to do a few more checks and respond with examples to show where this doesn't apply.

We have made some changes to the rule and are reviewing the warnings against the report FRM produce, we are currently monitoring the FRM_04 warnings.
The FRM04 is currently a warning and does not stop or claw back payments.
An FRM04 (The learning actual end date must not be changed between years) triggers when a learner's actual end date field at R14 (academic year 21/22) is different to what has been recorded in the actual end date field in the current academic year (22/23 collections).

I provided an example where there was no end date in R14 or R03 and this is the response -
Our ILR team have made some changes to the rule FRM04 and are reviewing the warnings against the report FRM produce.
We are aware that is some cases the changes have flagged warnings against learners who have not had any changes from the prior academic year, and we are currently monitoring the FRM_04 warnings.

Hi is there an issue with the FRM04 warning does anyone know, I have a whole bunch of them for students who have never had an actual end date because they haven't actually ended!
