I think you’re right - withdrawing back to start is the right approach for the incorrect occupational specialism, but I’m not sure you need a corresponding (backdated) programme aim - the PSM talks about closing such a programme aim in the event of a change in occupational specialism because it assumes that one would exist already - that isn’t the case here. I’d avoid adding one if possible.
For the incorrect occupational specialism, if you record a ‘non-start’ withdrawal / transfer then ProSolution will (quietly) exclude the record from this year’s ILR file, so make sure you tick the ‘attended for one day’ flag to override this behaviour - we’ve been burned by this before!
What error is FIS returning this year that it didn’t last year? I had a quick look through the list and the only one I could see was R137, which is only triggered if the occupational specialism is missing - it doesn’t evaluate compatibility. Seems odd that the issue is only now suddenly being reported - I wonder if it could point to other issues with the data?

I've come up with a doozy of a ILR issue. I've got some T-level Learners who were on the wrong Occupational Specialism in the last return year as well as this year. For some reason this has only come up for us in the latest FIS. I would usually expect to correct this by withdrawing back the start date but it seems I also need to have a corresponding programme aim with the same pathway code. I tried creating this but then I get an error stating they must not have overlapping programme aims.
I did note the guidance here https://guidance.submit-learner-data.service.gov.uk/23-24/psm/article/recording-T-Level-programmes-on-the-ILR but assume as you would usually start the new programme from a later date that prevents the issue.
Is this the only way to fix this to have old programme aim/specialism set withdrawn back to start and the new start starting a day later with the correct pathway?
