Additional Payments and a Break in Learning.

We have an Apprentice who started on 21/01/2020 and we were paid the first £500 additional payment 90 days later. However, he was put on a Break in Learning on 11/01/2021, very shortly before the 2nd Additional payment became due. He returned to learning on 17/05/2021 but we can't find any trace of the 2nd payment of £500 having been made. Is this because he was on a planned break when the second payment fell due and does in not "re-activate" when he returned to learning?

Shouldn't matter if they were on a break as the count resumes once they return. Per the technical funding guide:

251. We will add the number of days in learning during the first period of learning to the number of days in the second period, and any subsequent periods, to calculate when we will generate any remaining additional payments. 

Was the learner 19 when they returned? Might be that the EEF2 indicator was not added and this has thrown off the additional payment calculation mechanism. Failing this, I'd just raise it with the service desk if you've definitely not received it, as it sounds like you should've

Also, going back to basics, you have got the Original Start Date in the returning records, right? So the ILR can link them together?

We'd missed the EEF indicator and this has now been entered as "2".

I assume that this addition will trigger the payment?

Hopefully? As Steve rightly mentioned, the BIL return would also need to have been processed correctly for it to link the 2 periods of training together, otherwise it'll just see it as a 'new' programme. Assuming that it has.. I can't see a reason that you wouldn't receive it.
