Change apprenticeship standard

We have an apprenticeship who has been studying for the Associate Project Manager Qualification but just cannot pass the mandatory qualification required to complete EPA. She has asked if we could transfer her to the Improvement Practitioner standard as the learning is very similar but there is no mandatory qualification. Are we able to do this and RPL the previous learning to enable them to sit EPA? If so, how does this need to be recorded on the ILR? Thank you
