Can't see why you shouldn't. It reflects the reality of the situation, which complies with data management principle 1:
The data you record on the ILR must accurately reflect the journey for the learner and what has happened.
Worth considering that if you've no evidence of learning within that first week, that the learner should probably not be included in the ILR at all though:
If the apprentice withdraws without completing a single episode of learning, then they must not be included in the ILR.
I know you're not proposing to withdraw withdraw them.. but a break is still a withdrawal, albeit hopefully temporarily.

Hi,
If an apprentice leaves their current employer within the first week of their programme, are we ok to place them on a BIL?? Following guidance we would action this after 30 days then withdraw them if a new employer is not in place after 12 weeks.
