In short though, transfers are generally only excluded if:
- they're as a result of an ESFA/government intervention
- they're as a result of a merger
- they're a transfer to a new qual with the same provider

Transferring Learners and QAR data

We are about to transfer some learners to a different provider. These learners will be recorded in the ILR as 3 - withdrawn, 3 for outcomes and 2 for tranfered, but will this be an exculsion on the QAR data? I was always led to believe that a transfer would not count adversely on your data.
